Picerne Military Housing's core mission is Families First.® Being true to our mission, we have created a Family Services (FS) program that supports meeting the needs of our military families.

Our Relocation Specialists and Resident Service Specialists have been trained to work to facilitate a smooth transition for each family to their new home by letting you know about the proper resources for WIC, SSI, Food Stamps, FSSA and Health and Welfare issues. For assistance, contact our Relocation Manager at 410.305.1076 or your Neighborhood Manager at 410.672.4340.

The Exceptional Family Member Program (EFMP)

Picerne Military Housing is focused on delivering excellence to all families. However, we know that a number of military families are in need of special support under the Exceptional Family Member Program. This program is here to assist families with special needs to improve their quality of life by making homes and facilities readily accessible.

AR 608-75 establishes policies and procedures for facilitating the EFMP. The Family Services representative will address all requests for exception to policy regarding living accommodations and requests impacting waiving the wait list in a timely manner. It is critical that the attending physician, the program manager for the EFMP, and/or the community health nurse, provide a recommendation to all special consideration requests.

BAH and LES Information

Housing privatization is new to many military sponsors and families. When residing on a privatized installation, the sponsors now receive their basic allowance for housing (BAH), which is listed on their leave and earnings statement (LES). Picerne Military Housing works closely with supporting state and federal agencies to educate them on privatization and the mechanics of the BAH.

Family Advocacy Program

The objectives of this program as outlined in AR 608-18 are to:

  • Prevent spouse and child abuse
  • Encourage reporting of all instances of such abuse
  • Ensure that prompt assessment and investigation of all abuse cases
  • Protect victims of abuse
  • Treat all family members affected by or involved in abuse

We will refer all known or suspected cases to the appropriate installation entity with discretion.

Family Child Care

There are two Child Development Centers at Aberdeen Proving Ground. As a relief to center-based care, Army Child, Youth and School Services provides a viable option for numerous military families. Picerne Military Housing will work with the Child Development Center Coordinator to support this needed program. more
